Portugal
Portugal punches above its 10.6M population — and runs an 11.5% AI enterprise ceiling.
Portugal is a Eurozone economy of ~€280B GDP, growing 1.9% in 2024 against a Eurozone average of 0.9%, with exports at 43.1% of GDP (€133.1B in 2024 — a historical high). The country produced one decacorn (Talkdesk, ~$10B) and four more unicorns (OutSystems, Sword Health, Feedzai, Unbabel, Remote) inside fifteen years. Then the ceiling: only 11.5% of Portuguese enterprises use AI in 2025 versus an EU average of ~20%. Telecoms lead at 52.8%; transport sits at 14.8%; the SME tail is well below the EU baseline. Top-tier consultancies (Accenture, NTT DATA, Capgemini, Deloitte Digital Portugal) open AI engagements from €80,000 minimum, with major programmes routinely above €500,000 — exactly the budget a Lisbon Series A scaleup or a Norte-district textile SME cannot absorb. Portuguese buyers searching `agência de IA` from a Portuguese carrier need EUR-priced, EU AI Act-aware delivery in English with pt-PT reference vocabulary baked into schema. We close that gap with the six-service Areza stack, priced in EUR, delivered in English (with Spanish for the Iberian-neighbour read), and configured for ANACOM + CNPD + Banco de Portugal from day one.

Why Portugal
Four facts about Portugal that change what AI growth has to do.
The unicorn density is real, but the enterprise floor is thin. Portugal produced Talkdesk (~$10B decacorn), OutSystems, Sword Health, Feedzai, Remote, and Unbabel inside fifteen years from a population base of ~10.6M. That is unicorn density per capita comparable to Sweden and the Netherlands.
Below the unicorn tier, however, only 11.5% of Portuguese enterprises use AI in 2025 against an EU average near 20%. The gap is the wedge: scaleup-tier AI buyers exist in Lisbon + Porto + Coimbra, and the SME tail in Norte + Centro + Algarve needs systematically lower-cost AI delivery than Accenture-tier envelopes can offer.
Exports are the economy. Portuguese exports hit €133.1B in 2024 (43.1% of GDP) — a historical high. The combined exports + imports share of GDP rose from ~50% in 1974 to >90% in 2024. Manufacturing exports anchor the trade balance: VW Autoeuropa builds >70% of national vehicle production at Palmela, Navigator runs a USD $2.3B pulp + paper export business, the Norte-district textile cluster ships €5.5B annually.
AI buying in Portuguese manufacturing rides on top of an export contract — a new SOP demanded by a German OEM, a CBAM compliance file demanded by an EU buyer, an English-language supplier portal demanded by a UK retailer. That changes the sales motion from EU enterprise AI projects to AI as an enabler of an already-funded export programme.
Tourism is structural, not seasonal. Tourism is 12% of Portuguese GDP per INE or 21.3% per WTTC including indirect effects. The sector supported ~1.2M jobs in 2024 — roughly one in four Portuguese jobs. ~31.6M international guests stayed ~80.3M nights and spent €31.8B.
Pestana, Vila Galé, and Tivoli operate at European-top-15 scale by room count; mid-market Algarve resorts and Madeira / Azores boutiques compete for the same OTA + AI-search citation surface. The buyer for AI in PT hospitality is therefore not just Lisbon HQ — it is an Algarve general manager during May–September.
English carries the deal; Portuguese carries the contract. Lisbon + Porto operate comfortably in English at senior-engineer + founder + scaleup-marketing level. Web Summit Lisbon hosts ~70,000 attendees annually in English. Consumer-facing T&Cs, contracts of adhesion, and product labelling must be in Portuguese under DL 24/2014 + DL 84/2021.
The Portuguese buyer searches in pt-PT (`agência de IA`, `consultora de IA`, `agentes inteligentes empresas`) but reads the answer page comfortably in English given Lisbon's English-fluent tech sector. We ship EN as primary with ES as the Iberian-neighbour read, embed pt-PT vocabulary in schema + body copy for SERP capture, and route the contract layer to Portuguese counsel of the client's choice.
Numbers, not slogans
What the data actually says about Portuguese digital buying.
Portuguese ecommerce hit €4.1B in 2024 (+13.8% YoY). 5.8M shoppers (75% of Portuguese consumers) shopped online in the past year — but the average shopper made only 39 transactions in 2024 against an EU average of 49. Portugal lags on shopper frequency, not on shopper base. 78% cite price as the #1 driver versus an EU average of 68% — Portugal is one of the most price-sensitive ecommerce markets in Western Europe.
~43% of Portuguese e-shoppers buy from foreign websites, primarily Spain, China, and the UK. That changes what a DTC marketing-AI vendor has to do: not just storefront optimisation in pt-PT, but cross-border-comparison capture in ES + EN against Amazon.es, Temu, and AliExpress.
MB WAY mobile payment penetration is the highest in Western Europe at roughly 80% of smartphone-equipped adults. SIBS processed 190M+ electronic transactions in June 2025 alone, up from 170M YoY. Revolut Portugal reached 2.1M+ customers and the #3 retail-bank-by-customer-count position by end of 2025, +30% YoY — within a single year of formally opening a PT branch.
The Portuguese payments rails are dense, the consumer-side adoption is high, and the regulatory perimeter is firm: Banco de Portugal + ECB jointly supervise large-branch operators like Revolut. Any AI vendor selling into Portuguese fintech needs to understand that MB WAY + Multibanco + SIBS are not optional rails.
Pricing transparency is a Portuguese B2B signal in a way it is not in larger EU markets. Top-tier Portuguese AI consultancies (Accenture, NTT DATA, Capgemini, Deloitte Digital, Devoteam) open from €80,000 minimum for a discovery-grade engagement and routinely above €500,000 for major programmes — well outside SME budgets.
Mid-market boutiques (Mindera, Premium Minds, Xpand IT) reach €120-180/hour senior. Founder-direct pricing pages with EUR ranges visible are appreciated by Portuguese SME buyers. Areza publishes prices in EUR with monthly retainer envelopes, not consulting-day-rate quotes.
On AI search: ChatGPT, Perplexity, and Google AI Overviews answer Portuguese-language queries from a mix of Portuguese and English source content, then render in pt-PT. A Lisbon SaaS founder researching `agentes inteligentes empresas` is plausibly served a Perplexity answer that cites Portuguese consultancy directories, English-language SaaS pages, and a sprinkle of Spanish content from Madrid agencies.
The competing surface includes Talkdesk's Ascend AI announcement and Feedzai's customer-case-study library. Content has to exist in English with pt-PT reference anchors (`agência de IA`, `consultora de IA`, `assistente virtual`, `automação empresarial`, `RGPD IA`) for AI search to bridge the language gap.
What we do differently
An SME-priced six-service stack, in English with pt-PT SERP anchors, under EU AI Act + RGPD + ANACOM.
Areza is purpose-built for the Portuguese mid-market that the tier-1 consultancies cannot serve at price. Foundation starts at €2,400 for a 2-4 week conversion-first build in English with pt-PT vocabulary baked into schema + body copy. AI Search retainer starts at €290/month.
A typical Portuguese SME engagement combines Foundation + AI Search + Knowledge Bot, landing at €4,500-6,800 setup plus €750-1,100/month for the first six months. Voice Agent in English with a Portuguese accent option goes live in 14 days; for hospitality + Algarve resort use cases we add pt-PT phonology on the call-handling layer specifically (without authoring a full pt-PT site). None of that requires a Deloitte-sized RFP cycle.
The compliance map is published as part of the engagement, not added later. ANACOM was designated Portugal's EU AI Act market surveillance authority + single point of contact in September 2025 — among the earliest EU member states to make the appointment.
We configure Consent Mode v2 with all-denied defaults, set EU data residency on request (Frankfurt or Madrid AWS / GCP regions), sign DPAs at engagement start, and include explicit no-training-on-customer-data terms.
For fintech clients under Banco de Portugal supervision and CMVM-registered securities work, we add the EU AI Act high-risk classification line items at scoping rather than as a surprise. For SME clients we issue invoices via PT certified billing software with proper SAF-T PT export + ATCUD code so AP teams do not push back on the international-wire route.
We ship EN as primary, ES as the Iberian-neighbour read, with pt-PT vocabulary embedded for SERP capture. The home page reads in English. The schema, FAQ markup, and body copy reference Portuguese-language search terms inline — `known locally as agência de IA`, `the operator who searches consultora de IA from a Portuguese carrier expects`.
Voice Agent uses an English-default with Portuguese accent option; for Algarve resort + Madeira hospitality use cases we configure pt-PT phonology on the call layer without authoring a full pt-PT marketing site. Sector-specific scripts cover Banco de Portugal-supervised fintech, ANACOM-supervised AI Act high-risk classification, IATF + AS9100 Tier-1 supplier portals for automotive + aerospace, and Tourism-de-Portugal-aligned hospitality flows.
Iberian timezone coverage is built in. The team operates with overlap to WET (UTC+0) and CET (UTC+1) — the dominant working hours for Lisbon, Porto, Madeira, Azores, plus Madrid / Barcelona neighbour markets and London / Dublin Atlantic partners. That means same-business-day async response during the Portuguese workday rather than the 6-9 hour US-coast delay that San Francisco-based vendors impose.
For UK / DACH cross-border flows we configure bilingual EN + DE or EN + ES content with hreflang `en-PT` + `en-GB` + `de-DE` set correctly, so the German OEM searching for a Portuguese supplier finds the German page and the Portuguese operator finds the English page without either rendering the wrong locale.

Cultural + regulatory
How Portuguese operators actually buy.
EU AI Act + RGPD + ANACOM set the floor. ANACOM was an early designation. Portugal designated ANACOM (Autoridade Nacional de Comunicações) as the national AI Act market surveillance authority + single point of contact in September 2025 — among the earliest EU member states.
The AI Act entered into force 1 August 2024; early prohibitions + AI-literacy duties applied from 2 February 2025; GPAI rules + penalties from 2 August 2025; full high-risk provisions by 2 August 2026. CNPD (Comissão Nacional de Proteção de Dados) supervises GDPR (Law 58/2019 implements GDPR in Portuguese law) and signalled increased sanctioning intent in 2025. The compliance map is firm and EU-aligned; we configure both AI Act + GDPR + Consent Mode v2 at engagement start.
SAF-T PT + ATCUD are the invoicing floor; certified billing software is required above the SME threshold. Every Portuguese B2B / B2C invoice must export to the SAF-T PT (Standard Audit File for Tax) format on demand by the Autoridade Tributária (AT); every invoice carries an ATCUD authentication code; billing software must be AT-certified above the small-business threshold (€50,000 annual turnover or VAT-registered business).
A vendor that cannot issue a Portuguese-format invoice with proper SAF-T PT + ATCUD does not get paid by a Portuguese mid-market AP team without friction. We invoice via certified Portuguese billing software for clients above the threshold and via standard EU intra-community VAT-exempt invoices for cross-border B2B engagements.
Portuguese is the language of the contract; English is the language of the engineering team. Lisbon + Porto operate comfortably in English at senior-engineer + founder + scaleup-marketing level. Web Summit Lisbon hosts ~70,000 attendees annually in English. But consumer-facing T&Cs, contracts of adhesion, product labelling, and CNPD privacy notices must be in Portuguese under DL 24/2014 + DL 84/2021.
Operator-level B2B tech in Lisbon defaults to first-name + `você` register within the first call; family-business + traditional-SME + Algarve resort context holds `o senhor / a senhora` longer. We default to `você` on first contact for tech-scaleup buyers and to `o senhor / a senhora` for family-business / SME / hospitality patriarchs, and follow the buyer's lead within one exchange.
Lisbon vs Porto vs Madeira / Azores: three patterns. Lisbon is corporate-HQ Portugal — scaleups, English-fluent senior engineers, faster procurement, higher ChatGPT + Perplexity penetration, larger ticket sizes.
Porto is engineering Portugal — BMW Group / Critical TechWorks JV, large Mindera + Xpand IT + Premium Minds delivery centres, pragmatic family-business decision-making, slightly slower decision cycles than Lisbon. Madeira hosts the crypto + Web3 sub-community (the region's pro-Bitcoin posture since 2022) plus the resort hospitality sector; Azores is smaller-scale tourism + agro.
Algarve is foreign-resident-heavy hospitality + property, with a large English / German / Dutch / French foreign-resident SME base. One Portugal page does not serve all of them; we ship per-cluster GTM motion, not a Lisbon-only narrative.
Decision cycles: faster than Spain, slower than UK. SME cycles run 45-90 days, mid-market 90-150 days, regulated enterprise 5-9 months under Banco de Portugal / CMVM / ASF / ANACOM supervision.
Portuguese SMEs decide faster than Spanish SMEs on first commitment because Portuguese B2B procurement is less committee-driven than Madrid corporate procurement, but contract-language phase is similar — every clause gets re-read in Portuguese for the family-business lawyer. We start with Foundation engagements so the buyer sees output before committing to a longer arc, and we publish EUR-priced retainer envelopes rather than time-and-materials estimates.

Lisbon Series A SaaS scaling into Iberia and the UK
A 45-person Lisbon SaaS scaleup raising an EUR Series A needed to compete in both `software [categoria] Portugal` pt-PT queries and `[category] platform for SMEs` English-language UK queries while a four-person GTM team scaled to eight. Foundation refresh in 4 weeks — English-default site with pt-PT search vocabulary embedded in schema (`agência de IA`, `agentes inteligentes empresas`, `automação empresarial`), hreflang `en-PT` + `en-GB` set correctly, Mexican-Spanish and Castilian-Spanish copy variants for the LATAM-vs-Iberia split. Added AI Search retainer targeting twelve cluster queries split across English and pt-PT. Voice Agent for inbound demos in English with Portuguese accent option for the Algarve resort segment. Three months in: ChatGPT and Perplexity citations on 8 of 12 target queries, 31% of demo bookings AI-search-referred, GTM able to defer hiring a third SDR by one quarter. Voice Agent handled 58% of inbound demo qualification end-to-end.

Norte-district textile SME opening a UK retailer supplier portal under CBAM
A 180-person Braga-district textile SME (ISO 9001 + Oeko-Tex certified, supplying to UK premium retailers) opened a 2025 supplier-portal track under CBAM (Carbon Border Adjustment Mechanism) documentation pressure. The UK buyer demanded an English-language supplier portal with provenance + carbon-footprint documentation exposed as structured data, plus pt-PT operator surfaces for the Norte plant. Foundation built a bilingual capability site with ISO + Oeko-Tex + CBAM-aligned schema. AI Search targeted `fornecedor têxtil Portugal CBAM` and `Portuguese sustainable textile supplier UK` long-tail queries. Workflow Ops automated CBAM data submission with SAF-T PT-compatible billing for cross-border invoicing under EU intra-community VAT exemption. Two new RFQ pipelines opened in 75 days from UK buyers who found the company via Perplexity citations for sustainable-supply-chain queries. The patriarch signed off after seeing the first three invoices clear through the UK retailer's AP system without rework.

Algarve boutique hotel cluster optimising shoulder-season occupancy
A 4-property boutique hotel cluster in the Algarve (one Lagos, one Albufeira, two Vilamoura, 280 keys total) ran 89% summer occupancy in 2024 but only 41% shoulder-season (Oct-Mar). The operator needed AI search + voice agent infrastructure to capture surf-tourism + wine-tourism + heritage shoulder-season demand that the OTA channels under-routed. Foundation built English-default property pages with pt-PT FAQ markup, hreflang for `en-PT` + `en-GB` + `de-DE` + `fr-FR` (the four largest inbound-tourist origins), and Mews-PMS-integrated availability schema. AI Search targeted `Algarve surf retreat October`, `Douro wine tour shoulder season`, `Madeira boutique hotel winter` cluster queries. Voice Agent handled inbound reservation calls in EN with a Portuguese-accent option for German + French inbound. Three months into shoulder-season: 14 ChatGPT + Perplexity citations on shoulder-season target queries, 27% of direct bookings AI-search-referred (up from 11%), shoulder-season occupancy lifted to 53%. Two of the four properties hit the operator's break-even threshold one month earlier than the prior year.

How much does an AI agency cost in Portugal?
Portuguese AI agency rates run €60-180/hour at mid-market and €120-180/hour for senior Lisbon AI consultants, roughly 50-70% of UK or German rates. Foundation projects start at €2,400 EUR. Tier-1 SI envelopes (Accenture, NTT DATA, Capgemini) open from €80,000 with major delivery programmes above €500,000 — well outside SME budgets.
-
How long does AI implementation take for a Portuguese SME?
Foundation builds ship in 14-21 days; Voice Agent in pt-PT or English in 14 days; Knowledge Bot configured for RGPD and EU AI Act high-risk guidelines in 21-30 days. SME procurement cycles run 45-90 days on top, mid-market 90-150 days under family-business committees, regulated enterprise 5-9 months under Banco de Portugal or CMVM oversight.
-
Which regulator oversees AI deployments in Portugal?
ANACOM — the telecoms regulator — was designated in September 2025 as the national market surveillance authority and single point of contact for the EU AI Act. Portugal moved earlier than most EU states. CNPD enforces RGPD via Law 58/2019. EU AI Act high-risk provisions land 2 August 2026; penalties already enforceable from 2 August 2025.
-
What AI tools do Portuguese SaaS companies use?
Portuguese SaaS leaders run agentic AI in production: Talkdesk (Lisbon, decacorn at ~$10B) pioneered contact-centre AI agents; OutSystems embeds Mentor AI into low-code; Feedzai (Coimbra) runs ML fraud detection for global banks; Unbabel handles AI translation across 28+ language pairs. Mid-market typically combines Azure OpenAI, Anthropic Claude, and Hugging Face open models.
-
Should I hire an AI agency in Portugal or nearshore from Spain?
Portuguese senior engineering rates are 80-110% of Spanish rates and 50-70% of UK or German rates — the Iberian nearshore arbitrage is real but narrower than 2020. For RGPD + EU AI Act + ANACOM compliance scope, hire in Portugal or another EU state. For pure engineering at scale, Lisbon and Porto deliver world-class talent (Feedzai, Talkdesk, Mindera proven) at competitive cost.
Frequently asked
-
Why don't you ship a full pt-PT version of the site? Doesn't that hurt my reach in Portugal?
We ship EN as primary and ES as the Iberian-neighbour read for two reasons. First: Lisbon + Porto tech buyers are comfortable reading English at the senior-engineer + founder + scaleup-marketing level, and Web Summit Lisbon hosts ~70,000 attendees annually in English — the English page reads naturally to your target buyer. Second: we embed pt-PT search vocabulary into schema and body copy so AI search (ChatGPT, Perplexity, Google AI Overviews) bridges the language gap. A Lisbon CMO searching `agência de IA` from a Portuguese carrier gets a Perplexity answer that cites Portuguese consultancy directories plus your EN page with pt-PT anchors. The contract layer routes to Portuguese counsel of your choice — consumer-facing T&Cs and contracts of adhesion must be in Portuguese under DL 24/2014 + DL 84/2021. If your buyer base is mostly pt-PT-only consumers (Algarve resort guests, Madeira boutique tourism, traditional SME family-business patriarchs), we can author specific pt-PT landing pages on top of the EN core — but that is a Wave 2 conversation, not the default.
-
How do you handle ANACOM + EU AI Act high-risk classification for fintech and credit-scoring?
ANACOM was designated Portugal's EU AI Act market surveillance authority + single point of contact in September 2025 — among the earliest EU member states. We configure every fintech engagement with the AI Act high-risk classification line items at scoping rather than as a surprise at procurement. For credit-scoring + fraud-detection automation under Banco de Portugal supervision (Annex III of the EU AI Act), that means: risk management system documentation, data + data governance specifications, technical documentation, record-keeping, transparency + provision of information to users, human oversight, accuracy + robustness + cybersecurity. For non-high-risk fintech use cases (marketing personalisation, customer service voice agents), the AI Act sits in the limited-risk or minimal-risk band with transparency obligations. We sign DPAs at engagement start, set EU data residency (Frankfurt or Madrid AWS / GCP), and include explicit no-training-on-customer-data terms.
-
Do you support Lisbon, Porto, and Algarve / Madeira differently?
Yes. The clusters buy differently and we ship per-cluster GTM motion. Lisbon is corporate-HQ — faster procurement than Porto, larger ticket sizes than the Algarve, English-default at senior-engineer + founder level, higher ChatGPT + Perplexity penetration. Porto is engineering — BMW Group / Critical TechWorks JV adjacency, large Mindera + Xpand IT + Premium Minds delivery centres, pragmatic family-business decision-making with slower procurement than Lisbon. Algarve is foreign-resident-heavy hospitality + property, with English / German / Dutch / French foreign-resident SME bases; the buyer cycle is short during summer-season and slower during shoulder. Madeira hosts the crypto + Web3 sub-community plus resort hospitality; Azores is smaller-scale tourism + agro. Web Summit (Lisbon, November) anchors the year for tech-scaleup GTM; Vinexpo + Algarve Wine Week anchor for hospitality; Portugal Mobile Industry events anchor for the SME industrial supply chain.
-
Do you price in EUR or USD?
EUR throughout, with USD equivalents on request for US-buyer-facing engagements. Foundation starts at €2,400 for a 2-4 week conversion-first build, AI Search retainer at €290/month, Voice Agent from €750/month, Knowledge Bot from €190/month. A typical Portuguese SME engagement combines Foundation + AI Search + Knowledge Bot at €4,500-6,800 setup plus €750-1,100/month for the first six months. Mid-market scaleups with Growth Stack engagements land €9,500-19,500 setup plus €1,600-3,200/month. Pricing is published on the marketing site. Portuguese SME buyers expect EUR pricing transparency, and `consulte por preço` reads as a flag unless you are explicitly Accenture-tier. EUR is also the Eurozone single-currency anchor — Portuguese buyers pay through SEPA without FX-volatility line items, which is a structural advantage over USD-quoting US vendors.

How does the MB WAY / Multibanco / SIBS payment context affect what you ship for fintech and ecommerce?
For fintech + ecommerce clients, MB WAY mobile payment penetration sits at ~80% of smartphone-adult adults and Multibanco + SIBS interbank rails dominate cardless transactions. Revolut Portugal's 2025 growth to 2.1M+ customers and #3 retail-bank-by-customer-count position rode on MB WAY integration — Revolut joined SIBS / MB WAY in October 2025 and Banco de Portugal flagged its algorithmic scoring for `ongoing model validation`. We surface MB WAY availability on payment pages in machine-readable schema (PaymentMethod, FAQPage with MB WAY-specific Q&A) so `pagamento MB WAY Portugal` and `aceitar Multibanco ecommerce` queries find the merchant in ChatGPT, Perplexity, and Google AI Overviews. Technical SIBS API + Stripe + EuPago + IfthenPay integration sits inside the client's engineering team — we handle the marketing-site surface, the AI-search citation lever, and the consumer-protection-compliant copy under DL 24/2014 + DL 84/2021.

How fast can a Voice Agent go live in Portugal? Does it support German + French inbound tourist callers?
14 days from kick-off for the standard configuration: inbound handling, qualification, calendar booking, CRM hand-off, and outbound reminders in English. Add a week for a Portuguese-accent option on the English voice or for a full pt-PT phonology pass on the call layer (the standard for Algarve resort + Madeira hospitality use cases). Add two weeks for sector-specific compliance scripts — Banco de Portugal high-risk classification for credit-scoring, CMVM-supervised investment-services flows, Turismo de Portugal-aligned hospitality scripts, ANACOM AI Act transparency obligations. For tourism + hospitality clients we routinely add DE + FR + ES inbound-tourist voice handlers (Germany + France + Spain are three of Portugal's four largest inbound-tourist origins). Voice Agent operates with WET (UTC+0) + CET (UTC+1) overlap built in.

What is the realistic decision timeline for a Portuguese SME engagement?
45-90 days for an SME with a single decision-maker (typically the founder or the family-business patriarch). 90-150 days for mid-market with a committee. 5-9 months for regulated enterprise under Banco de Portugal, CMVM, ASF, or ANACOM AI Act high-risk supervision. Portuguese SMEs decide slightly faster than Spanish SMEs because Portuguese B2B procurement is less committee-driven than Madrid corporate procurement, but the contract-language phase is similar — every clause gets re-read in Portuguese for the family-business lawyer. We start with Foundation engagements so the buyer sees output before committing to a longer arc, and we publish EUR-priced retainer envelopes rather than time-and-materials estimates so the family-business patriarch can read the engagement on a single page.

How does Areza differ from Accenture Portugal, NTT DATA, Capgemini, or a Portuguese boutique?
Accenture Portugal, NTT DATA Portugal, Capgemini Portugal, Deloitte Digital Portugal, and Devoteam Portugal open AI engagements from €80,000 minimum with major programmes routinely above €500,000 — excellent for Galp, EDP, Sonae, Jerónimo Martins, Millennium BCP, BPI, and IPC-30 procurement. Portuguese boutiques (Mindera, Premium Minds, Xpand IT, Critical Software) compete on price for mid-market projects and are strong on Portuguese-language delivery + Iberian-vertical specialism. Areza is purpose-built for the AI-search + agentic-automation + voice layer — the parts of B2B growth that are remote-first, systems-engineering-shaped, configured for RGPD + EU AI Act by default, and priced for the mid-market SMEs that the tier-1 envelope filters out. The honest split: hire Accenture or NTT DATA for Galp + EDP + Sonae-scale transformation, a Portuguese boutique for one-off Portuguese-language content + delivery work, and bring Areza in for the AI Search, Voice Agent, Workflow Ops, and Knowledge Bot work where the systems-first approach compounds and the SME-priced six-service stack closes the gap that €80K+ tier-1 quotes cannot touch.
Where to start
Services that fit Portugal.
- AI Search
The single highest-impact service for Portuguese SMEs — EN-first citation infrastructure with pt-PT search vocabulary embedded that competes against Accenture-tier directories and tier-1 SaaS leaderboards for `agência de IA Portugal` long-tail queries.
- Foundation
English-default conversion-first build in 2-4 weeks from €2,400. The prerequisite for RGPD + EU AI Act trust signals, SAF-T PT-aware procurement pages, and `você` / `o senhor` register-calibrated sales surfaces.
- Voice Agent
EN voice agent with Portuguese-accent option live in 14 days; pt-PT phonology layer for Algarve resort + Madeira hospitality. DE + FR + ES inbound-tourist handlers for Portugal's four largest tourist origins.
- Workflow Ops
SAF-T PT + ATCUD invoicing + CBAM documentation + EU AI Act high-risk reporting + SIBS / MB WAY integration without an in-house ML team. Solves the margin blocker that filters €80K+ tier-1 quotes out at procurement.
- Knowledge Bot
EN-first internal knowledge surface with pt-PT search anchors, trained on RGPD + EU AI Act compliance, Banco de Portugal SIBS / MB WAY mechanics, and CNPD privacy-notice templates. Cuts AP + customer-service ticket load without violating GDPR confidentiality.
- Growth Stack
End-to-end bundle for mid-market scaleups: Foundation + AI Search + Voice Agent + Workflow Ops + Knowledge Bot configured for Lisbon or Porto GTM with Iberian + Atlantic bilingual coverage.
